Legate was the title of the highest-ranking diplomat in the Lady's Empire. At least two legates appeared in the modern Annals.
The Black Company[]
Soulcatcher, one of the Ten Who Were Taken, was the imperial legate to Beryl during The Black Company. In this role, she conscripted the Black Company into the Lady's service, and soon annexed Beryl into the Empire.
Shadow Games[]
Many years later, during Shadow Games, Croaker was simultaneously given the appointments of imperial legate and army general during his 2 week stay at the Tower at Charm. He used his authority to enroll the remaining handful of Black Company brothers in the imperial army as well. Croaker's appointment as legate, the magic black stallions that were given to him by the Lady, and his access to The Dark Wings, all helped immensely in his southward journey toward fabled Khatovar.
